By 2010, the current Lifelong Learning Programme of the EC had run for three years. In order to improve the continuation of the programme, and to provide recommendations for the successor programme (2014–2019), the Commission launched an interim evaluation. The objective of this evaluation led by Public Policy and Management Institute in Vilnius was twofold, namely to provide a retrospective and a prospective analysis. The evaluation covered the period from 2007-2009 and included analysis of the overall programme as well as its sub-programmes.

This represents the biggest survey of adult literacies levels undertaken in Scotland. The survey measured three dimensions of literacy skills (prose, document and quantitative) for almost 2000 people living in Scotland.

The main challenges of the ageing knowledge economy are constant upgrading of the skills of the active population and mitigating new and old social risks. People in mid-life is increasingly exposed to risks of exclusion from the labour market and lifelong learning. The inclusion of this age group in HE is one of the main challenges of education and training systems.  The project aims to study the TLL of HE institutes in several countries with respect to inclusion of mid-life learners.
